The Bureau of Agricultural and Fisheries Engineering โ Standards Regulation and Enforcement Division (BAFE-SRED) together with Regional Agricultural Engineering Division โ Standards Regulation and Enforcement Section (RAED-SRES XI) conducted the pilot testing of Permit-to-Operate (PTO) Compliance Monitoring and Certificate of Conformity (CC) Onsite Inspection and Information Caravan from February 20 to 24, 2023 in various locations in Region XI.
The activity is in compliance with the mandate of the BAFE to ensure proper coordination and monitoring of the enforcement of standards and other regulatory policies on agricultural and fishery engineering; and, to implement issuance of PTO to agriculture and fishery tools and equipment manufacturers, fabricators, assemblers and importers, said Engr. The PTO Compliance Monitoring aims to serve as input in the development of guidelines in the actual monitoring to be conducted to ensure that PTO holders are continuously complying with the terms and conditions stated in the DA Department Circular No. 4, Series of 2019, otherwise known as the Guidelines on the Registration and Issuance of Permit to Operate for Agricultural and Fisheries, Machinery Manufacturers, Fabricators, Assemblers, Distributors, Dealers, Importers, and Exporters (MFADDIEs), explained Engr. Limbo.
During the 4 (four) day caravan, the team of BAFE-SRED visited Davao City, Davao De Oro, Davao Del Sur, and Davao Del Norte.
On the other hand, the CC Information Caravan which targets local Manufacturers, Fabricators, Assemblers, and Importers (MFAI), discussed the procedures for CC application, the evaluation scheme employed in assessing the conformity, the corresponding fees and the validity, and grounds for revocation of the certificate.
The CC is a certificate issued by the BAFE which guarantees that the agricultural and fisheries machinery conforms to PNS/PAES or other relevant standards identified by BAFE and the PNS/PAES for the Guidelines on After-Sales Service.
