BAFE in collaboration with the AMTEC, PhilRice, and representatives from the RAED of RFOs, and other bureaus, attached agencies and corporations updated the Reference Manual. This document served as a guide or reference of the RFOs, specifically the RAED and BAC-TWG, Banner Programs, and DA attached Bureaus and Agencies in the preparation of specifications to facilitate the procurement of appropriate and locally available agricultural and fisheries machinery. It intends to minimize the occurrence of failed and negotiated bidding, thus facilitating the timely distribution of agricultural machinery and equipment.
