PUERTO PRINCESA CITY – The Department of Agriculture-Bureau of Agricultural and Fisheries Engineering (DA-BAFE) is involving the DA Regional Field Offices (DA-RFOs) through their Regional Agricultural Engineering Divisions (RAEDs) and the Local Government Units (LGUs) to generate support and promote interest in the Registration of Ownership of Agricultural and Fisheries Machinery Equipment System (RAFMES).

Nine (9) LGUs in Palawan participated in the Hands-on Training on the Use of Registration of Ownership of Agricultural and Fisheries Machinery and Equipment System (RAFMES) held at the Palawan Research and Experiment Station (PRES) from February 8 to 9, 2023 to thresh out concerns in the implementation of registration of ownership.

Engr. Arjay Sabasaje of BAFE-SRED’s Accreditation and Registration told the participants that all owners of agricultural and fishery machinery and equipment must register with the agricultural offices of municipal and city government units in compliance with Section 19 of RA 10601 or AFMech Law.

Agriculture offices of LGUs must establish and maintain a registry of agricultural and fishery machinery at the municipal, city and provincial levels. On the other hand, RAEDs shall maintain a registry of agricultural and fishery machinery at the regional office. BAFE in turn shall maintain a national database of all registered agri-fisheries machinery, he added.

During the two-day training, the status of the development of municipal and city ordinances providing the guidelines in the registration was laid out by the representatives of Municipal LGUs of El Nido, Dumaran, Taytay, San Vicente, Roxas, Quezon, Aborlan, Narra, and City LGU of Puerto Princesa.

The training focused on the creation of user accounts; encoding, editing, updating, data entry validation; printing of QR sticker and Certificate of Agricultural and Fisheries Machinery and Equipment Registration (CAFMER); and reports generation. Engineers from BAFE-SRED assisted in the demonstration together with Engr. Jerald Johvan Cataloctocan, the OIC-Chief of the RAED-SRES in MIMAROPA.

Resources particularly the normative documents used as guidelines and legal bases in the registration and the proforma ordinance which can be used as reference were provided to the participants by Engr. Sabasaje and Engr. Jefferson Bore of BAFE-SRED.

In June last year, DA-BAFE and PHilMech have entered into an agreement in implementing the online registration of ownership through the RAFMES. RAFMES was developed by PHilMech to ensure that agricultural and fisheries machinery registries and databases are available through the internet as prescribed by law. ###DA-BAFE ICTST
