CAGAYAN DE ORO CITY – In efforts to enhance the skills of Agricultural and Biosystems Engineers (ABEs) and technical personnel in the country, engineers from the Department of Agriculture – Bureau of Agricultural and Fisheries Engineering (DA-BAFE) served as resource speakers in a training on the preparation and evaluation of agricultural and fisheries infrastructure and mechanization projects.


Participants from the Department of Agriculture – Regional Field Office X (DA-RFO X) Regional Agricultural Engineering Division (RAED) and Field Operations Division (FOD) learned how to prepare computer-aided feasibility studies during the five-day training held at the Harbor Lights Hotel and Restaurant, Gusa, Cagayan De Oro City from January 23 to 27, 2023.


“If many of us will produce feasibility studies, more projects can be initiated, varied economic activities and employment will be generated, and more people can be lifted out of poverty,” said Engr. Arthur Tambong, the developer of a Feasibility Study (FS) Software called “Bytex Feasibility Analyzer.”


FS ensures that the agricultural and fisheries machinery and infrastructure projects to be provided by DA are shovel-ready, safe, viable, and of good quality.


For project proposals worth Php 3 million and above, a full-blown FS along with Detailed Engineering Design (DED) and Program of Works (POW) for infrastructure and Technical Specifications for machineries and equipment must be prepared and submitted during planning and proposal, pursuant to DA Memorandum Order No. 8, Series of 2022.


“Preparation of FS is critical to ensure implementation-ready, operationally feasible, and viable pipelined agri-fisheries projects,” said Engr. Allan Goleng, Chief of DA-BAFE’s Infrastructure Plans and Designs Section. 


The government has limited fiscal space hence the need to prioritize projects that will have greater impact to the farmers and fisherfolk, Engr. Goleng added. ###DA-BAFE ICTST
